Yesterday, a reporter from Dahe Daily and Yu Video learned that the "Measures for the Classification and Management of Urban Domestic Waste in Henan Province" will be officially implemented from March 1st, which clearly stipulates activities such as facility planning and construction, source reduction, classification management, resource utilization, harmless treatment, and supervision and management of domestic waste.

On April 28, 2009, the "Management Measures for Urban Domestic Garbage Treatment in Henan Province" (Provincial Government Order No. 125) announced by the People's Government of Henan Province shall be abolished simultaneously.

Clear waste classification standards, and in the future, the province will build transportation and treatment facilities and venues

After the introduction of the above measures, what standards will be used to classify residents' household waste? The reporter sorted and found that it is divided into four types: recyclable waste, harmful waste, kitchen waste, and other waste.

The above measures clearly stipulate that the municipal and county (city) people's governments shall, in accordance with the development plan and annual construction plan of urban household waste classification and treatment facilities, reasonably arrange the placement points of urban household waste, and construct various collection, transportation, and treatment facilities and places that meet local needs.

Encourage adjacent areas to coordinate the construction of urban domestic waste treatment facilities and venues, and promote cross regional co construction and sharing of various types of urban domestic waste treatment facilities and venues. Encourage the adoption of advanced technologies and comprehensive treatment methods to build urban domestic waste resource recycling parks.

In the future, the province will construct facilities and places for the classification, collection, transportation, and treatment of household waste. Pollution prevention and control measures such as sealing, odor prevention, anti-seepage, noise prevention, anti scattering, as well as leachate and fly ash treatment should be taken in accordance with national and provincial regulations. The above measures also specify that if the existing facilities and places for collecting, transporting, and treating urban household waste do not meet the requirements of classification management, they should be gradually renovated according to the plan.

In terms of classification and disposal, the above measures clearly stipulate that the competent department of urban household waste under the provincial people's government shall guide the competent department of urban household waste under the municipal people's government with districts to formulate management standards for the construction of facilities and places for cleaning, collection, storage, transportation, and treatment of urban household waste, publish a directory for guiding the classification of household waste, and strengthen supervision and management.

The municipal and county (city) level people's governments in charge of urban household waste shall, in accordance with the classification standards for household waste, uniformly standardize the graphic and textual identification, color, etc. of garbage collection containers for recyclable materials, harmful waste, kitchen waste, and other waste.

If the classified collection containers for urban household waste that have already been set up do not comply with national standards and regulations, they should be renovated and replaced in batches in combination with natural renewal.

Units and individuals that generate urban household waste shall classify and dispose of the waste into corresponding collection containers, and shall not arbitrarily dump, scatter, stack or burn the waste.

Obstructing or obstructing the supervision and inspection of household waste management, or pursuing criminal responsibility

For acts that violate the provisions of the above measures, the above measures also clarify multiple legal responsibilities.

If the responsible party for the management of urban household waste classification and disposal entrusts the classified household waste to units that do not comply with regulations for collection and transportation, the competent department of urban household waste shall order correction; Those who refuse to make corrections shall be fined not less than 5000 yuan but not more than 50000 yuan.

Those who disrupt or hinder the normal operation of urban household waste classification facilities shall be ordered by the competent department of urban household waste to stop illegal activities and make corrections within a specified time limit; Those who refuse to make corrections shall be fined not less than 3000 yuan but not more than 30000 yuan.

Those who obstruct or obstruct the normal operation of supervision and inspection of household waste management shall be punished by the public security organs in accordance with the Law of the People's Republic of China on Public Security Management Penalties; If a crime is constituted, criminal responsibility shall be pursued in accordance with the law.

Personnel of people's governments at all levels and relevant departments who engage in dereliction of duty, dereliction of duty, abuse of power, favoritism and fraud in the management of urban household waste shall be punished by their respective units and superior authorities in accordance with the law; If a crime is constituted, criminal responsibility shall be pursued in accordance with the law.

In addition, if there are penalty provisions in laws and regulations, their provisions shall prevail.

Establish a responsibility zone system for the classification and disposal of household waste, and the specific management responsibilities of each responsibility zone will be determined in accordance with the following regulations and made public:

The residential community that hires a property service enterprise shall be the responsibility of the property service enterprise; Residential communities that implement self-management are the responsibility of the homeowners' committee; Residential communities that have not hired a property service enterprise and have not established an owners' committee shall be the responsibility of the residents' (village) committee;

The business management unit shall be responsible for office buildings, shopping malls, various markets, accommodation, catering and other business premises;

Subway stations, airports, stations, docks, parking lots, bus stops and their management scope shall be the responsibility of the operation and management unit;

Railways, highways, urban roads, subways, tunnels, underground passages, as well as water bodies such as rivers and lakes, shall be the responsibility of the management unit;

Parks, squares, tourist attractions, public cultural facilities, entertainment venues and other public places shall be the responsibility of the management unit;

The construction site of the construction project is the responsibility of the construction unit, and the land for construction projects that have not yet started is the responsibility of the construction unit;

The management areas of government agencies, organizations, troops, schools, hospitals, and other enterprises and institutions shall be the responsibility of their respective units.
