Beijing News, August 3 (Xinhua) (Reporter Yu Lixiao) Since the implementation of the newly revised "Beijing Municipal Regulations on the Management of Domestic Waste" (referred to as the "Regulations") for three months, 6990 cases of illegal activities related to household waste classification have been investigated and punished in the city, including 3323 cases of individual illegal activities.
On the 3rd, the Beijing Municipal Urban Management Committee held a press conference to introduce the progress of promoting garbage classification in the city.
According to Wen Tianwu, Deputy Director of the Beijing Urban Management Comprehensive Administrative Law Enforcement Bureau, since the implementation of the Regulations on May 1st, urban management law enforcement departments have focused on conducting law enforcement inspections on key industries and units such as hotels, restaurants, catering, shopping malls, supermarkets, construction sites, and residential areas.
As of July 31, the urban management and law enforcement departments in Beijing have inspected 188600 units responsible for household waste classification, and found 13900 problems, with a problem rate of 7.37%; 6990 cases of illegal activities related to the classification of household waste have been investigated and dealt with, including 99 cases of illegal activities related to mixed loading and transportation of household waste that have been strongly reported and severely violated by the public.
In terms of law enforcement inspections on the classification of personal household waste, the intensity of law enforcement inspections and penalties has continued to increase, with 3323 cases of individual illegal behaviors being investigated and punished. The proportion of individual illegal behaviors investigated and punished in the total number of cases has increased from 34.04% in May to 58.20% in July.
From the perspective of individual illegal behaviors that have been filed and investigated, the areas where problems occur are mainly concentrated in residential areas and surrounding roads. The main illegal behaviors include not putting household waste into corresponding labeled collection containers, randomly dumping, throwing, and stacking household waste, and dumping construction waste in violation of regulations.
Wen Tianwu stated that the main reason for the above problems is that personal awareness of household waste classification is not strong enough, and there are still some residents who seek convenience, dislike trouble, and even have a lucky mentality, and do not classify and dispose of waste according to the regulations.
Next, Beijing's urban management and law enforcement departments will combine education with punishment, promoting reform through punishment and combining punishment with education. Investigate and expose a group of illegal enterprises that mix and transport goods and refuse to rectify, as well as individual residents who do not classify and dispose of household waste, and force enterprises and individuals to consciously fulfill their legal obligations and social responsibilities through law enforcement penalties.
