Xinhua News Agency, Shanghai, July 1st (Reporter Du Kang) Starting from July 1st, the "Regulations on the Management of Domestic Waste in Shanghai" have been officially implemented, marking the entry of a "hard constraint" era for waste classification in Shanghai. The supervision and punishment of non-standard classification are becoming stricter. On the same day of the 1st, Shanghai law enforcement departments issued 623 rectification orders.

At around 10 a.m., the Shanghai Urban Management and Law Enforcement Corps issued the first notice of rectification after the implementation of the regulations. The Shanghai Hong'an Swiss Hotel was ordered to rectify due to not placing domestic waste in corresponding collection containers.

According to the Shanghai Urban Management and Law Enforcement Bureau, on the 1st, various levels of urban management and law enforcement departments in Shanghai inspected 1588 residential areas, 406 enterprises and institutions, 1853 businesses, 21 hotels, and issued a total of 623 rectification orders. The law enforcement department introduced that after the implementation of the regulations, both units and individuals will face stricter penalties and increased fines if they violate the garbage classification standards.

On the same day, Shanghai announced the first batch of 20 social supervisors for household waste management. The reporter learned from the Shanghai Greening City Appearance Bureau that the supervision scope of the supervisor is determined based on their family and unit addresses, and currently 16 districts in the city have been covered. On the one hand, supervisors randomly supervise the placement of residential areas, the lighterage of properties, and the transportation of sanitation based on their work and lifestyle habits; On the other hand, regular supervision will be conducted on the classification of hospitals, schools, and other units, as well as on the disposal of end-of-life enterprises. Shanghai districts will also publicly recruit more social supervisors.

Deng Jianping, Director of the Shanghai Greening and Urban Appearance Bureau, introduced that after the implementation of the regulations, Shanghai will further strengthen supervision and strive to eliminate illegal and irregular phenomena in the classification process while building a comprehensive classification system for household waste.

Shanghai has established a two-way supervision mechanism between the five links of classified placement, lighterage, transportation, transit, and disposal. Through measures such as "no classification, no collection, no classification, no disposal" and quantitative assessment, all parties are responsible for implementing the measures, striving to eliminate mixed loading and transportation, and strengthening law enforcement in conjunction with urban management and law enforcement departments.
